INSTITUTION PROFILE / OPTICAL COMMUNICATIONS & PHOTONICS
IOWN Global Forum
The industry body that rallies companies worldwide behind NTT's vision
The IOWN Global Forum is an industry association based in the United States. NTT, Intel and Sony announced its creation in October 2019, and it was launched in 2020. IOWN is NTT's concept for a next-generation communications infrastructure that combines an optics-based network, the All-Photonics Network (APN), with distributed computing. The forum is where member companies write technical documents and proof-of-concept (PoC) reference material for that infrastructure. This short profile looks only at the reach of its influence as an industry body. The IOWN technology itself is covered in our IOWN explainer.

1. IOWN Global Forum in 30 seconds
The IOWN Global Forum is not a standards body but a gathering of companies that share a vision. Its documents are functional architectures, reference implementation models (RIMs), PoC references and the like. Unlike OIF's IAs or IEEE 802.3's standards, they do not directly determine whether products interoperate Sourced. The board is chaired by NTT's Katsuhiko Kawazoe (Chief Executive Fellow), and the forum's role is to bring overseas carriers, equipment makers and IT companies together around NTT's vision. For the APN, the forum's goal is roughly a hundredfold improvement over conventional networks in power consumption, latency and transmission capacity, but this is a target, not an achieved result.
2. What kind of body it is: the four types of influence
Unlike the companies in this series, the institutions that appear in our optical communications and photonics coverage do not sell optical components. What separates them is the route by which they influence the industry, and that gives four types.
3. What it does in optical communications and photonics
Examples of recently published optics-related technical documents and activities Sourced.
| Type | Document or activity (date) | What it covers |
|---|---|---|
| Functional architecture | Functional Architecture for Optically-Accelerated AI Interconnect (March 2026) | The functional structure of an AI cluster that uses optical links to scale up communication between AI processors (XPUs) |
| PoC reference | PoC Reference of Wavelength Conversion for Open APN (July 2026) | Guidance for demonstrations showing the feasibility of wavelength conversion in an open APN |
| Functional architecture | End-to-End Deterministic Networking with Software-Defined Optical Interconnect (July 2025) | A setup that uses optical transmission paths between sites to connect network cards to one another with guaranteed quality of service |
| Event | FUTURES Amsterdam 2026 (1 October 2026) | Brings together policymakers, data centre operators and others around the theme of AI infrastructure and sovereignty in Europe |
4. How far its influence reaches (powers and geography)
| Aspect | What the IOWN Global Forum has | What it does not have |
|---|---|---|
| Powers | Approves and publishes technical documents (final documents are approved by the board). The board decides on admitting members | Power to enforce its documents, to issue standards, or to allocate research funding |
| Geography | Based in the United States. Board members include NTT, KDDI and Sony as well as Ericsson, Orange, Nokia, Microsoft and Chunghwa Telecom, among others | Any route into a particular country's regulations |
| Decision-making | Directors are chosen from the sponsor members (US$50,000 a year) | A system in which all members vote with equal weight (rights differ by membership category) |
| Numerical targets | A roughly hundredfold improvement in power consumption, latency and capacity with the APN, and a plan to publish 50 PoCs by 2030 | Any mechanism that guarantees the targets will be met |
The membership figure is not stated consistently: the press release of 8 September 2026 says more than 175, the overview page says 170, and another section of the same page says more than 150 Not yet confirmed. This article uses the figure from the latest press release. The hundredfold improvement is a target set by the forum.
5. The companies and organisations involved
| Company (candidate for this series) | Standing in the IOWN Global Forum (as the primary sources put it) |
|---|---|
| NTT | One of the three companies that announced its creation. Chairs the board |
| Intel | One of the three companies that announced its creation. Board treasurer |
| Nokia, Ciena | Board members |
| Fujitsu | Board member (affiliation listed as "1FINITY, FUJITSU Limited") |
Note: we could not retrieve company names from the member list page by our methods, so members other than those on the board have not been checked Not yet confirmed.
6. Outlook
| What the evidence suggests | Primary information it rests on | Category |
|---|---|---|
| The forum's centre of gravity will widen from telecom networks to optical connectivity in AI data centres | A functional architecture for optically accelerated AI interconnect was published in March 2026, and the September release announced a European event themed on AI infrastructure | Inference |
| Its influence will continue to be limited to its members and the carriers that take part in its demonstrations | Its documents are functional architectures and PoC references, and it has no power to issue standards. The board decides who may join | Inference |
7. Glossary
- APN (All-Photonics Network)
- A proposed network that uses light all the way from end devices through the network. The core of IOWN.
- Functional architecture
- A document setting out the functions that make up a system and how they connect. It is not an interoperability specification for products.
- PoC
- Proof of concept: an experiment showing that a technology actually works.
