Key Findings
The Digital Agency has introduced two AI agent environments under the “Government AI Gennai” umbrella for approximately 180,000 government officials. The “Agent Chat” environment is being rolled out sequentially starting October 20, 2026, while the more advanced “Gennai Kobo” is targeted for deployment by December 2026. To govern these tools, the agency published the “Gennai Standards” (Governance, Security, and Safety Standards for Government AI Gennai), developed with cooperation from the AI Safety Institute (AISI).
Technical Details
The two environments offer different capabilities and restrictions:
- Agent Chat: Equivalent to “Claude Cowork,” this environment allows file reading, web searches, and multi-step automated execution to produce PowerPoint, PDF, and Excel files. It restricts external communication to permitted destinations via web searches and prohibits direct access to arbitrary URLs. AI can only overwrite files it created; original uploaded files are duplicated before modification.
- Gennai Kobo: Based on SageMaker Studio and Claude Code, this environment is for users who pass literacy checks. It allows direct web access (excluding high-risk sites) and complex command execution across hundreds of steps. However, all POST and PUT requests to external sites are blocked to prevent data exfiltration, while GET requests are permitted and logged. It utilizes a “PreToolUse Hook” to block dangerous commands before execution.
Both environments prohibit the input of “Confidentiality 3” information, specified secrets, and important economic security information. All inputs, outputs, system prompts, and token counts are logged within the Government Cloud.
Background and Context
The project aligns with the Second Basic Plan for Artificial Intelligence (cabinet decision July 2026) and the “Priority Plan for the Realization of a Digital Society.” A key component is the “Gennai Library,” a platform to share “skills”—defined as business procedures and judgment criteria—across ministries under CC BY 4.0 licenses to convert tacit knowledge into formal knowledge.
Significance and Outlook
The Digital Agency plans to release the environment as “Gennai OSS Ver. 2.0” under a commercial-use license around February 2027. By publishing both the implementation and the 50-page governance standard, the government intends to provide a blueprint for local governments and private enterprises to implement AI agents without relying on black-box proprietary specifications.
