IOWN Global Forum
The industry body that rallies companies worldwide behind NTT's vision

The IOWN Global Forum is an industry association based in the United States. NTT, Intel and Sony announced its creation in October 2019, and it was launched in 2020. IOWN is NTT's concept for a next-generation communications infrastructure that combines an optics-based network, the All-Photonics Network (APN), with distributed computing. The forum is where member companies write technical documents and proof-of-concept (PoC) reference material for that infrastructure. This short profile looks only at the reach of its influence as an industry body. The IOWN technology itself is covered in our IOWN explainer.

The one thing to grasp first

The IOWN Global Forum is not a standards body but a gathering of companies that share a vision. Its documents are functional architectures, reference implementation models (RIMs), PoC references and the like. Unlike OIF's IAs or IEEE 802.3's standards, they do not directly determine whether products interoperate Sourced. The board is chaired by NTT's Katsuhiko Kawazoe (Chief Executive Fellow), and the forum's role is to bring overseas carriers, equipment makers and IT companies together around NTT's vision. For the APN, the forum's goal is roughly a hundredfold improvement over conventional networks in power consumption, latency and transmission capacity, but this is a target, not an achieved result.

2. What kind of body it is: the four types of influence

Unlike the companies in this series, the institutions that appear in our optical communications and photonics coverage do not sell optical components. What separates them is the route by which they influence the industry, and that gives four types.

A note on reading the numbers

The membership figure is not stated consistently: the press release of 8 September 2026 says more than 175, the overview page says 170, and another section of the same page says more than 150 Not yet confirmed. APN (All-Photonics Network)
A proposed network that uses light all the way from end devices through the network. The core of IOWN.
