INSTITUTION PROFILE / SPACE INDUSTRY

China National Space Administration (CNSA)
The administrative body for China's civil space policy and planning

The China National Space Administration (CNSA) is the Chinese government body responsible for managing civil (non-military) space activities and international space cooperation. It studies and formulates space-industry policies, regulations and development plans, organises major space projects, and serves as a gateway for international cooperation. It is separate from the state-owned groups that actually build rockets and satellites, such as China Aerospace Science and Technology Corporation. It is also an institution for which many facts could not be confirmed from official sources: staff numbers, budget and founding year among them. This profile sets out, within what could be confirmed, what CNSA can decide for the space industry, and what it cannot.

Sources: CNSA's website (the English pages on organisation and functions, the Chinese pages on its profile and policy announcements, and the white-paper page), the State Council Information Office white paper, and the website of the State Administration of Science, Technology and Industry for National Defense. Facts checked 17 October 2026. Deeper CNSA pages were unreliable to reach, so this profile covers only what could be retrieved.

ROLE IN THE SPACE INDUSTRYPolicy and plans, and organising major projectsIt also issues research-project guides and standards, and invites international cooperation
REACHCivil space activity in ChinaInternationally: lunar-sample loans and calls for cooperation on exploration missions
The one thing to grasp first

CNSA is an administrative body that makes civil space policy and plans and organises major projects; it is not a company that builds rockets or satellites Sourced. CNSA's website lists China Aerospace Science and Technology Corporation and China Aerospace Science and Industry Corporation as related sites, so those companies are separate organisations Sourced. CNSA's Administrator is the same person who heads the State Administration of Science, Technology and Industry for National Defense (SASTIND), and the two show the same address Sourced. But on how space permits are run, on budgets and on staffing, much of what people in the space industry want to know could not be confirmed from official sources. This article does not fill those gaps with guesses.

2. What kind of body it is: the four types of influence

The institutions in space-industry articles are not companies, and they do not trade for profit. They differ in the route by which they influence the industry, which gives four types. CNSA belongs mainly to the second type, "Policy & regulation".

Four types of institution that shape the space industry Institutions mostly do not build rockets. They differ in how they influence the industry Funding Policy & regulation Standards Convening Funds missions, research Strategy, licences, law Test methods, safety rules Meetings, expos, hubs NASA / ESA / JAXA FAA / CNSA ECSS / CCSDS ISS National Lab What to build and buy What is permitted at home How to measure and compare Who meets whom Reach = own budget Reach = own territory Reach = member states Reach = participants CNSA is mainly the Policy type. Budget and permit workings: not confirmed in official sources In the same industry, each type of institution influences it in a very different way
Fig. 1 Four types of institution that shape the space industry, and where CNSA sits. The classification is our own. The examples are institutions covered in this series, plus ECSS and CCSDS (outside this series) as standards examples. CNSA also issued a "Commercial Space Standards System (Version 1.0)" jointly with the State Administration for Market Regulation, but we class its main role as policy and planning Our calculation.

3. What it does for the space industry

CNSA's official functions are five: studying and formulating space-industry policies and regulations; studying and formulating development programmes and plans; organising and implementing major space projects and programmes; demonstrating, approving, implementing and supervising civil space scientific research projects; and managing international space exchanges and cooperation, including taking part in international organisations on behalf of the Chinese government Sourced. The table below lists specific moves in 2026 that we could confirm on CNSA's policy-announcement page.

AreaDateWhat it involvesDepartment or co-issuer
Commercial space standards24 April 2026Issued the "Commercial Space Standards System (Version 1.0)". It describes commercial space as being in an acceleration phase, with rising numbers of commercial launches and satellites in orbitCNSA and the State Administration for Market Regulation, jointly
Commercial space test base23 April 2026Opened applications for the first batch of public test and pilot-verification platforms for commercial space. Also published the first list of equipment and facilities opened for sharing with commercial space companies, covering launch vehicles and spacecraft in 8 categories and 20 items. Both are framed as carrying out CNSA's Action Plan for High-Quality and Safe Development of Commercial Space (2025 to 2027)CNSA
Research-project guides16 March, 14 July and 21 September 2026Issued guides for the first batch of advance-research projects in civil space technology for the 15th Five-Year Plan period, the third batch of research projects on reusable launch vehicles, and the first batch of foreign-technical-cooperation research (civil space) for the same plan period. Companies and institutions are invited to applyCNSA's Systems Engineering Department (International Cooperation Department for the cooperation guide)
Calls for international cooperation24 April 2026Announced the selected cooperation projects for Tianwen-3: 28 expressions of interest, 5 chosen, with 3 cooperative payloads on the orbiter. The same day it issued a call for international cooperation on Xihe-2 (a Sun-Earth L5 solar mission), with letters of intent due by the end of June 2026 and payloads confirmed in December 2026CNSA
International loans of lunar samples24 April and 8 May 2026For the second international loan round of Chang'E-5 samples, applications from 3 institutions passed review (from France, the UK and Turkey). On 8 May it opened applications for the first loan batch of 2026 (deadline 8 June)CNSA, Lunar Exploration and Space Engineering Center
Outline of space policy28 January 2022The State Council Information Office white paper "China's Space Program: A 2021 Perspective". It said China would speed up drafting a national space law and improve rules including the licensing of civil space launches, and records 46 space cooperation agreements or memoranda with 19 countries and regions and four international organisations since 2016State Council Information Office (posted on CNSA's site)
A materials and parts supplier's view: what can be seen of China's space industry?

As far as CNSA's announcements show, the research-project guides are calls to "all kinds of companies and institutions", and we could not confirm whether a foreign company can apply directly. On the other hand, the "Commercial Space Standards System (Version 1.0)" and the list of shareable test equipment are clues to which standards and test facilities Chinese commercial space companies are expected to build on Sourced. For a company thinking about supplying parts or materials to China, these are probably documents its customers will refer to (Inference). Actual trading terms and export or import controls are outside this article and must be checked in the relevant laws.

4. How far its influence reaches (what it can decide, and what we could not confirm)

What CNSA handles, and what we could not confirm CNSA's official functions: policy, plans, project management. Manufacturing and permit details unconfirmed CNSA's official functions Policy, regulations, plans setting direction for the industry Organising major space projects implementation and progress Reviewing research projects demonstrate, approve, supervise Managing international cooperation representing the government abroad Not CNSA's job, or not confirmed Building rockets and satellites Companies The national space strategy State Council How launch permits are run Not confirmed Status of the space law Not confirmed Budget and staff numbers Not published We do not fill gaps with guesses. CNSA is a policy and planning body, not a manufacturer

GeographyCivil space activity in China. Internationally: calls for cooperation on lunar samples and exploration missions, and a partnership guide for the International Lunar Research Station (ILRS)Power to regulate other countries' space activity could not be confirmed in the materials we obtained
Time spanFive-year plans (the research-project guides for the 15th Five-Year Plan period) and the 2025 to 2027 commercial space action planWhen a space law will be enacted. The white paper (2022) only says drafting would be sped up, and we could not confirm its status
ScaleDirectly affiliated units such as the Lunar Exploration and Space Engineering Center (founded 2004). The Administrator is the same person as SASTIND's headStaff numbers and budget are not published, as far as we could confirm
On "could not confirm"

As far as we could confirm, CNSA does not publish budget figures, staff numbers or the workings of civil launch permits in a systematic way on its website. Press reports and market-research firms do offer numbers, but they are not primary sources, so we did not use them. CNSA's website was also unreliable to reach on deeper pages; we checked its top page, profile page, policy announcements and white-paper page Not yet confirmed. Anyone who needs to check permits or regulation should consult not only CNSA but also SASTIND and the original texts of the relevant laws.
