Key Findings
On October 13, 2026, the first commercial ship-to-ship green ammonia bunkering at an anchorage was successfully executed off Zhoushan in China’s Zhejiang Province. The operation involved the transfer of 1,000 tonnes of green ammonia from the dedicated bunkering vessel Shenghang Yongle to the Mineral Europa, an ammonia-powered ship owned by Belgium’s CMB.TECH.
Technical Details
The bunkering process utilized a ship-to-ship method, allowing the receiving vessel to refuel without docking at a land-based terminal, thereby reducing port congestion and time. The fuel was sourced from the Songyuan Hydrogen Energy Industrial Park in Jilin Province, operated by China Energy Engineering Corporation (CEEC). This facility is the world’s largest integrated green hydrogen, ammonia, and methanol project, utilizing renewable electricity for production.
Background & Context
Green ammonia is considered a primary candidate for deep-sea shipping because it can be produced via renewable power, stored as a liquid, and emits no carbon dioxide during energy release. Additionally, it leverages existing hazardous chemical transport and storage infrastructure. However, the fuel presents challenges including higher costs compared to conventional marine fuels and high toxicity, which necessitates strict safety management. The Zhoushan operation served as a test to verify if safety and logistics protocols could be maintained under commercial conditions.
Significance & Outlook
This operation marks a transition for zero-carbon shipping from technical verification to commercial application. Following the bunkering, the Mineral Europa is scheduled to proceed to Australia for commercial cargo shipping. According to Li Jingguang, chairman of CEEC Hydrogen Energy, this event represents a solid step toward green shipping. The successful transfer verifies the feasibility of an integrated service network encompassing production, storage, transportation, bunkering, and application, establishing a replicable business model for dedicated ammonia bunkering fleets and the large-scale export of Chinese green ammonia.
