Key Findings
The U.S. Space Development Agency (SDA) has awarded significant contracts totaling $1.75 billion to L3Harris Technologies ($955 million) and Sierra Space ($798 million) as part of Tranche 3 of the Accelerated Missile Defense Tracking (AMDT3) layer under the Pentagon’s Golden Dome missile defense program. These contracts are for the development and construction of 36 Hypersonic and Ballistic Tracking Space Sensor (HBTSS) type satellites, with 18 allocated to each company, scheduled for launch in late 2028.

These 36 satellites will form a crucial component of the SDA’s distributed space architecture, specifically within its Tracking Layer, which works in concert with the Transport Layer. The Tracking Layer satellites are designed to detect and track advanced missile threats, particularly hypersonic and ballistic missiles, from their earliest stages of flight, relaying critical data in real-time through the Transport Layer to ground-based warfighters. This sophisticated sensor network provides early warning and precise tracking capabilities against high-speed, wide-area missile threats that are challenging for traditional ground-based radar systems. With these new awards, the total number of Tranche 3 tracking layer satellites will expand to 104, substantially enhancing persistent, global missile threat detection. Additionally, Northrop Grumman has announced a partnership with satellite manufacturer Apex to develop Space-Based Interceptors (SBI) by 2031, suggesting a future integration of tracking with in-space interception capabilities.
