Japan’s Ministry of the Environment has announced a decisive policy change, phasing out new installation subsidies for conventional silicon solar panels starting in fiscal year 2027. This strategic reallocation of funds is designed to bolster the domestic perovskite supply chain and vigorously support Japan’s ambitious target of deploying 20 GW of perovskite solar cells by 2040.

The policy specifically targets the unique properties of perovskite solar cells—their lightweight, thin, and flexible nature—which enable installation in diverse locations previously unsuitable for rigid silicon panels, such as building facades, roofs with structural load limits, and curved surfaces. The increased funding will be allocated to perovskite research and development, investment in manufacturing facilities, and demonstration projects, accelerating the entire process from technological innovation to market deployment. A concrete example of this strategy is the significant investment by Sekisui Chemical in a JPY 315 billion (approximately $2 billion USD) perovskite manufacturing line, which is being subsidized by the government’s Green Transformation (GX) Supply Chain Support Program.
